This error can occur when the TSVM App is unable to communicate to ElasticSearch.
Can you check whether the ElasticSearch is running or not? Or try telnet on 9200 (ES port) from the TSVM App server.
Is there any history to this issue? Was it working earlier and broke now or this is the first time you are trying to import on a fresh install and you are getting this error?
Next steps would be to connect to ElasticSearch by the ElasticSearch Head plugin in the chrome browser to see if data is getting populated or not!

It was the first I have seen. I had to restart Elasticsearch several times and now it seems fine. Not sure what caused it to fail but glad it's working again.
