What do you mean, "I have configured"? Was the configuration different before?
I mean configure Application Permission Model
it was only "Support Group" before
OK, there's been a change. I seem to remember that the change only applies to new tickets and existing tickets are not cleaned up.
Do you have the same problem with newly created tickets?
The problem is I dont want all people can see all Change Request.
I want people who has related to ticket and some specific people who doesnot have relation to ticket but if he is approver. He should see the record.
How is it possible ?

In this case, as Stefan mentioned HG groups should help.
As I understand, the user for whom you want to make the CR visible is not related to any company field on the CR.
So you can create a group as a special group (e.g. Approver group) and make this user a member of that group.
Further you make this group a parent of the groups that are set in the CR.
Once this is done, I believe the user can see the CRQ.
