      Is there a way to create a workflow where it sends a notification when an attachment is added to an incident or task?

          You can create a rule on Incident for example when: BMCServiceDesk__RF_HasAttachments__c ischanged. This is a counter field, so when an attachment is added it will be +1. Still I would not recommand it, as you might end up in lots of unwanted emails due to signatures, useless screenshots etc etc. Please test in Sandbox first IsChanged(BMCServiceDesk__RF_HasAttachments__c) \
