I think due to special characters in your command, the command is getting terminated in middle and remaining arguments are getting ignored.
Try to put the command in CDATA and test again.

I have seen something similar with the command line AD tools e.g. dsadd where it is particular on the order of the attributes being passed in.
I would suggest stripping back the command to the required fields to get working, then add in the additional attributes one by one to see what one it does not like.
This is how I have solved it in the past, not ideal but you do get the output you want eventually.
