I am not aware of a way to directly read an excel file in AO. You will have to convert this excel file into a CSV which can be read using the CSV Actor adapter. You can then loop through every row and create remedy tickets for each one.

yes, you can use the file adapter to create CSV or XML files. If you perform a search in this section, there are multiple discussions on how to achieve this.
If you approach use case from the other side, as long as AO can export that file, Remedy can interpret it on its own and perform any necessary ticket creation on it (e. g. external system could deliver file to prearranged location, and Remedy would trigger ETL tool to retrieve and process it as necessary).
