Below are the answers to your questions :
1) Is it feasible? If yes, what needs to be done at BSA side.
Answer: It is feasible , Your Database team has to migrated Database from 11g to latest supported version . From BSA side during Database migration you have to stop all application servers and fileserver.
2) If we upgrade BSA to 8.9.04 first, then upgrade the DB. What should be the approach ?
Answer : If the current DB is not supported by BSA in 8.9.04 version then you should migrate your DB first. (May be you should check on test environment first by executing the upgrade)
3) Do we need to run DB migration script after DB version upgrade?
Answer : Once database migration is completed then all you 8.7 DB 11g version data will be migrated to latest Database version to BSA 8.7 only. (Database team will be involved in database migration) . you do not have to execute any DB migrations because you will have same data in DB. (During BSA DB upgrade your DB schema will be upgrade and old data will be migrated to new).
Please note that before performing any activity take Database , Fileserver and BSA Application server backup's.

are you upgrading the current database system in place, or you are exporting the current bsa database and importing it into a new db server on the new db version ? if the later, then you will need to configure bsa to talk to the new db system.

The customer is upgrading current database system in-place only.
if the customer is upgrading the current database in place, then you will only need to shutdown bsa/bdssa/tssr during the upgrade time, then start it back up after the db upgrade is done. no changes should be needed to bsa.
