Not quite what you want, but there is a EM system parameter that might help to some extent:
After modifying GUI parameters, stop and restart the relevant GUI components for the changes to take effect.
Applies restriction rules to prevent ordering unnecessary jobs.
- Default_Selected_jobs:Sets Selected Jobs as the default value in the Jobs field in the Order window
This changes the drop-down value in the order window to 'Selected Jobs' instead of 'All Jobs'. That way, users have to go & select something. But they can always select the entire folder

If you have WCM, there is the option "Job Level Authorization" in the Folders tab of a Role or User. With that option, if I recall correctly, you can restrict order access based on a Jobname prefix and/or application. Please Note: We currently do not use this option and it has been a long time since I have used/tested this to say 100% that is how the option works. Something for you to try out if you do have WCM.
