I would suggest looking at the implementation guide Implementing - Documentation for BMC TrueSight Capacity Optimization 11.5 - BMC Documentation
Which provides a variety of ways to identify under utilized servers for a variety of environments.
Is this functionality not present in V_11.0.0 version of TCO ?
In the Capcity\Virtualization\Vsphere views there is a report/view that show underutilized vms

I use this list as a 'hit list' When you get started the list is long. But once you start attacking the list it will shorten.
Be sure to use configuration change requests that keep track of items prompted by this process. You will find that you 'save' a boatload of money by cleaning house on these items. Take credit for it, this is a huge return on investment for TSCO.
Here is a skeleton process:
- 'Print' the list
- take the top 25 (in any type of order, even just random) and decide IF they should be on the list. IF so then are a bunch 'mis configured' the same way? (if so you might find a single find can resolve dozens of devices) IF they should NOT be on the list change the thresholds.
- Figure an internal process and support for proper configuration sizing. "Resource not spent IS a competitive advantage."
- Get an updated list and pick the top 25 or whatever your process suggests. Rinse. Repeat.
- We normally spend a couple weeks shepherding our top list to completion. It takes a while as other groups are needed to agree on what change is appropriate and then make the change. Remind people that "Proper use of resources IS your Corporate responsibility, which is to say, it is your job."
