you're probably using 'Status' = "Closed" as Run If Qualification for your active link -- you'll need to expand that qualification to avoid locking fields if current user is a member of group which is allowed access in that status. As I'm not sure what you mean by Incident Manager, here's how you could do that for Incident Master group, (whose group ID is 20004), assuming If Actions lock change fields to read only status:
- option #1 -- change Run If Qualification to 'Status' = "Closed" AND NOT $GROUPIDS$ LIKE "%20004%"
- option #2 -- change Run If Qualification to 'Status' = "Closed" AND NOT $GROUPS$ LIKE "%Incident Master%"
Replace 20004 with 20013, or Incident Master with Infrastructure Change Master for changes.
If by Incident Manager you meant person designated as Incident Owner, you could change Run If Qualification to
'Status' = "Closed" AND $USER$ != 'Owner Login ID' for incidents, or
'Status' = "Closed" AND $USER$ != 'CAB Manager Login' for changes
