This feature caused some complaints in prior versions so it is not included in Track-It! 2019. The complaint was that end users always forgot their passwords so they would just try to create a brand new account every time they created a ticket. Best practice is to use AD integration so the users just automatically authenticate and they have no additional user IDs or passwords to remember. If you are using AD importer, them emailing in a ticket should never be a problem. If not and they don’t have a requestor account, then the ticket would get created and their email address would be entered into the Alt Email field of the ticket but the ticket wouldn’t be assigned to a requestor account.
