Below are some points I want to clarify you..
1. what is the ITSM tool in your environment?
If this is remedy then you will get the incident id on the TSOM Ops console only, there is no INC number associated means INC not created. then you can check the event baroc to check the propagation status. again this incident propagation will be work based on the propagation policy enabled in your environment.
If not BMC stack then need to check the method of integration based on that can troubleshoot.

I am working BPPM 9.6 Tool, I want to check is there any option in BPPM console to check which alerts related INC's are not created?
As we discussed in your other query. can refer the UnsentEvents log file which is for the Incident creation failed events logging.
