This is not possible if you want to open the visually more appealing variant.
Of course you could open the form SRM:Request, but no user wants to see that.
Are you asking about submitted requests or request forms? Where would user's click happen, within Remedy or outside of it (e.g. in e-mail message)?
If user is logged into Remedy, and you're up to some customization, you could show them submitted request via Open Window action pointed at SRS:RequestDetails using InstanceID, SRInstanceID, SysRequestID, and Request Number to select desired Service Request pretty much anywhere. Submit form might be accessible via event on SRS:SREC_BrowseCategories -- you'll need to at least supply "provide-information" as $EVENTTYPE$ and SRD Instance ID as $EVENTDATA$; if you click on Request Now with enabled client-side logging, you'll be able to find out a bit more about the process .
