Write a filter on your custom form under run if like if $customdatetime$ < $TIMESTAMP$ or $customdatetime$ < $DATE$ then add an action as "Error Message".

You should be able to use active link which triggers when date field loses focus to validate date and produce warning or error when it doesn't meet the criteria; look at active links activated by losing focus on Actual Start Date or Actual End Date in CHG:Infrastructure Change (e.g CHG:CRQ:ActualStrt_100_Latent-Modify) for examples.
I did the AL lose focus and the Filter just in case some how they got around lose focus.
Because I noticed if you set it to error on lose focus and go straight to clicking save then AL lose focus does not trigger unless I click on another field first.
You can use the Submit execution mask along with Loose Focus and put the same logic. You need to set the Message type as error for your message action . This will stop user at the midtier client side itself to enter any wrong date as per your logic. However, if filter is written then other clients apart from midtier for example a custom client program will not be able to enter the wrong date.
