Smart Reporting offers below OOB roles which can create reports. You can ask your smart reporting admin to assign user any of the below role.
Role assignment can be managed from - Smart reporting Console --> Administration --> Admin Console --> Users.
Personal Content Writer & Collaborator
Public Content Writer & Collaborator
Public Content Writer & Collaborator - Advanced
Please note - Role modification can be done only by smart reporting system administrator which is by default "siadmin" user.

You can't add users in smart reporting manually. It will get added after running the on-boarding wizard.
Please refer the below link to on-board all your users into smart reporting. And later you can change the roles of user which you want to give report creation permission with the steps mentioned earlier.
