Leaving Change Manager field blank changes Risk Factor Total value

We have recently implemented ITSM Change Management 9.1 and have noticed that in some cases, leaving the Change Manager field blank will increase or change the Risk Factor Total.  I've looked for documentation around this but have not found anything helpful.  I think this might possibly have to do with change manager performance rating, but not sure.

Can anyone shed some light on what is going on here?  Some internal teams are wondering if they should leave change manager blank going forward.  A risk of over 3 will engage a TCAB meeting, which requires several extra steps.

No change manager selected - Risk is 3.078947

Select change manager and the Risk lowers to 2.787879
