I don't think its possible to take directly from server without saving it on the form with an attachment field.

But why not use remedy attach?
I think it is possible to achieve the result, but the chances of having a lot of effort in this customization are great.
If you want use AR System Email Messages to trigger the email, you'll need to see AR System Email Attachments and Ar System Email Assoc.
I created something similar a few days ago, but the attachment is saved in Remedy attachments.
In my solution I send in the completion email the attachments that were inserted in the last notes.

You mentioned you do not want to save it in a Remedy form, but I am interpreting that as you do not want to save it in a transactional form such as the incident, change request, work order, or any of their work log forms.
I have built notification filters that send the same attachments every time (they were installation instructions and an agreement to sign and return). I was using an HTML template to format the email. The HTML template is saved the attachment files in the AR System Email Templates form and from there you add the attachment. It has been a while since I have done this so I don't remember if had to include some reference to the attachment in the HTML template (I don't think I did).
