Could you please check following setting on related Service Request definition
- Make sure 'Display in Self Service' flag is selected for Category related to Service Request definition (RF Admin > Configure Application > Category)
Check following settings in Service Request definition
- Check End Date value
- Profile & Permission set related entitlement
- Online flag on General Information section of Service Request definition

You cannot see the Service Requests on the SS Mobile App or is it also an issue on the Self Service Web Portal?
The best place is to start with Console - then SS Portal and then Mobile to rule out the number of reasons why it could behave one way or the other.
