    Linux Relay doesn't scan

I need advice regarding a linux relay.
The linux relay controls the communication, but should also be used as a network scanner (only same subnet). But that does not work. All devices are unreachable, even the own ip adress. Debian 9 32bit is used. By default, Debian has no firewall installed, which I have checked. Iptables -L shows that all connections are open. I tried it with and without NMAP. A Windows client on the same subnet can easily scan the subnet. The Windows client, in turn, works, but can not scan the Linux Relay
Result "unknown device". No name resolution, no OS detection.
I'm a bit hopeless now. Since it is the same subnet, the Linux runs no firewall, it works fine on the Windows client and I tried it without NMAP, I do not know what to do next.

      Any idea?
