I understood the question, but the answer is difficult.
I believe you will not be able to stop using the midtier for now. The administration layer still has many features that are not in SmartIT / DWP.
However, if you have objects that run in Inc, Wo, Req, Pbm, Chg, you can achieve the goals of those customizations with a little effort.
Let's wait for other answers.

I do not know of a transformation guide, it is usually more of a case by case evaluation based on the customisations that the customer has done.
SmartIT does not presently fully replicate the functionality of Active Links, however with the latest versions the gap has closed and you can use the new features to implement the functionality e.g. Making fields required, actions based on another field, etc.
You would need to evaluate your customisations to see if you can replicate this with the provided features.

I have already analyzed the customizations on remedy but at first I need know capability of smart it.
You mentioned I cannt fully replicate the AL, What kind of AL I can implement I dont know.
If there is a transformation guide or some hints for it. It could be great.
