I just found my answer, so I thought I would share my findings.
It would appears that if you enable Justification the Approve / Reject buttons in the email will disappear.

If we make the Require Justification on Rejection parameters (related to the approval process) as Yes, the email appears without the Approve or Reject links in the email.
But without making it as mandatory in the approval process, you could always add the justification in the rejection email which will parse in and add it to the justification Field as highlighted below.
Shaik, thanks for your response. I like that idea, but if users make a mistake typing that in the email I am assuming Remedy will not consume the email and update the SR status.
Is that correct?
