Migration from 11.4 to TrackIt 2019 Not working, and support does not know why

We are attempting to run the migration tool, and it fails after 2 min 11 seconds.  Support has been on the machine for hours and taken numerous logs, however they have been unable to fix it.  Can't say that I am happy with support.  I asked for this to be escalated to the next level support and they told me there was not next level support.
