I would hazard a guess that the best option is to update the trigger Filter to include the DB Status value not equal to Null (e.g. AND 'DB.Status' != $NULL$) on the Resolving email trigger xxx_Completed_SetTag.

May be this is not something that can be achieved through configuration OOTB.
I would suggest creating an Idea to same such needs (control notifications like this via a config option or parameter).
For your need, seems like a not so difficult customisation.
of course, doing right run if modification on the right filter should do the trick. I also thought there is no ootb setting.

Agree there should be some level of control, have been asking for many years for Op Cats to be added to the application rules so you can control if they are mandatory or not - this seems like another one of those options that "should" be configuration not customization.

This did the trick for us:
('NT_SubmitNotification' = "Notify End User on Submit") AND ('Source Keyword' != $NULL$) AND ('AppRequestStatus' != "Resolved")
