Could you check if the notifications are processing upto the AR System Email Messages form. try to capture the filter logs and see if an entry is getting created inside the Email messages form. As you said you can see entries inside the NTE:Notifier log form it means notifications are triggering from the system but however they are not processing to the Exchange server.

Entries are getting processed upto AR System Email Messages form. As already mentioned, it happend for few Change Request and not for all. Hence, there is no guarantee that log will capture the issue and provide the desired output.
As per my understanding from Notifier form data goes to AR System Email Messages form and from that point Exchange Server comes into picture. But in my case for few CR entries were there on Notifier Log from but some how it was not processed to AR System Email Messages form.
Yes you are correct that why i suggest you to first check whether entries are forwarding to the Email Messages form or not for these CRs which are affected. you can give a try by logging a test CR in your test environment with the same pattern and see if that behaves in the same way or not.
There were 5 CRs which are closed now, so don't know if I can send any entries to email messages from these CRs.
This issue is reported now by our L2 team.
In our Dev Environment everything is working fine as expected
usually if there is a Notifier Log entry and no corresponding AR System Email Messages entry, then the person does not have an email address configured on their People profile.
Checked the people profile of the user. Email address is present on people form. And the same is functional. Checked by sending email on that email address.
