I would suggest using Agent List Managing the Gateway Server agent list - Documentation for BMC TrueSight Capacity Optimization 11.5 - BMC Documentation
It will use best practices to limit the number of manager nodes per run (100 default) and nodes per policy (default 25)
If you choose not to go without the agent list I would suggest you stay within these guidelines.
There is not preset limit per say, but you will encounter two issues if you make the number of nodes in a policy or manager run too big.
1. Data processing may crash if you have too many nodes specified (all loaded in memory at the same time).
2. Manager runs will take a long time to run if you have too many nodes, because you are potentially not running in parallel, but in series.
