I think the only sorting is between opened and closed; and within each of those it's alphabetical. So you might want to do numbers in front of them to help order them.
but it's possible someone has an idea how to do it in a cleaner way...
If you don't want to add the # in the actual label, then create a tab for Status record. Then you can update the Salesforce layout to include relevant fields. You can then create new fields like "Order #" on the Status object. Or if you are going to use the same status value in different objects (Incident and Change), you would want to say "Incident Order#" and "Change Order#" so you can have different values since the cycles are not the same.

Joshua, I am not sure what is the purpose of the "Order #" field. I have the Status Page layout set to mimic yours and I created the "Order #" field in the Status Object and assigned numeric values to the fields but how am I using this to place the "Statuses" in a specific order?
Based on your first post I just thought you wanted to sort them in the Status admin tab. So the alternative is create a Status list view in salesforce layout, and sort by your Order # field.
Are you trying to sort the options in the actual console/ Status Field? If so, then I dont know an alternative to actually naming them like "1 - Opened".
