You are going to need to open a case with support to get help getting back into the system. You can find options for contacting them at support.trackit.com.

Go to Database. Edit "PERSONNEL" table -> you can find a column "NAMEDLICENSE" ou something like that, that have 2 values (1 - LICENSE | 0 - NO LICENSE). Put a Technician with 0 and put 1 on the ADMINISTRATOR. Now you have to restart IIS and Track-It! services.
Open a Browser with no cache and try to login with the ADMINISTRATOR -> go to the Technician with the license and set the individual Permissions to set the System Administrator role. After save Test login with the Technician updated and if it works remove the license from ADMINISTRATOR and set license to the second Technician.
Note that a technician in the SYSTEM ADMINISTRATION GROUP is not necessarily a ADMINISTRATOR. To access to the CONFIGURATION you have to set the individual permissions on each Technician.
