In order to have such kind of notification, you can define a BIM Job. It is licensed separately by BMC thus you need to verify internally for its availability.
BIM Job will proactively monitor a chain of dependent jobs (A Service) and notify based on defined situations.

BIM is good if you have lots of scenarios where you want to alert.
However, if you only have a few situations that need alerting, you can use shout destinations as a "cheap man's BIM (i.e. free!)" -
In this example we are sending a shout message to a destination if the job does not start running by 01:30, or takes more than 4 hours to run (a problem) or is quicker than 30 minutes in duration (also a problem). You can also set up alerts for failing, etc jobs.
The above alerts map to a program in the shout tables but mapping to an email address is the standard method.
