I just checked (I wanted to be sure). Yes, NGT does support -1 specifications for PRI and SEC QTY definitions, and we mirror the actions that Db2 itself takes in these situations

It certainly should be!
In the pdf manual for NGT Load v12.1 I see "If a value of -1 is set for any object in the catalog for either PRIQTY or SECQTY, the NGT product correctly keeps the DB2 primary and secondary allocations."
