I did some further research on this issue and found the following docs which appear closest to what I am facing
But none of them get me any closer to the solution I seek.
So, any help from anyone would be much appreciated here.
a couple of questions:
- Is this happening for every user?
- Have you tried this in another browser?
- Have you cleared the local browser cache?
- Have you cleared the Mid-Tier cache (if happening for everyone)?

1) Yes, almost everyone I have spoken with. Only thing is one has yet come screaming at us. But the interface looks ugly. Before long people are gonna start sending mails.
2) Yes, trying in another browser and clearing browser cache was one of the first things I tried.
3) Yes, same as above.
4) No, I have not tried that yet. Should I try it?
in addition to what Andreas has posted, you could be facing cache corruption so flushing the Mid Tier cache may also help.

I have seen this before - I believe a hard cache flush will resolve this issue.

I tried a hard cache flush but that doesn't seem to resolve the issue. Followed the below two links for this (both are more or less the same)
Please note that we are in a server grouping environment. I authorized to perform a hard flush on only one mid tier server - lets call it MT5.
I also used http://MT5:8080/arsys/shared/config/config_cache_cleanup.jsp to perform a form cleanup on SRS:ServiceRequestConsole. Since using this link I can cleanup a form on which ever server I choose to, I cleaned up SRS:ServiceRequestConsole from one of our primary servers - lets call it PrimaryProd1.
Then I used a URL MT5 pointed to PrimaryProd1 to open SRS:ServiceRequestConsole, only to find that the distorted images still remain unbudged. - http://MT5:8080/arsys/forms/primaryprod1.domainname.com/SRS%3AServiceRequestConsole/
- just an example link I used
I did not go for downloading the jpg image and uploading the png image as has been asked in https://bmcsites.force.com/casemgmt/sc_KnowledgeArticle?sfdcid=kA21O000000YYq9SAG&type=Solution , because, I really don't know which image has to be worked on that way in the Images object of the Dev Studio. Furthermore, as is shown in the image in the above answer, the light bulb image seems to be in PNG format itself. So really clueless what to do about it.
Do you have any further ideas on what needs to be done?

I hard flushed the mid tier cache (only one MT in a server grouping env) and the situation still remains the same.
