You have already answered your own question
Just install the agent and the device will turn from unmanaged (orange) to managed (green).
There are no unmanaged devices with an agent.

However, when i look at several of our queries where the devices are listed for a given relay server, I don't see many of the devices I've rolled out the agent to. Is there a way to assign devices to relay servers? Or, is this done by using the appropriate relay server to do the roll out in the first place?

There are several possibilities
1) the (client) firewall blocks the communication between master and/or relay and/or client (TCP 1610)
2) the client agent had a wrong configuration
3) the query is not correct
You should check the agent config at Global Settings / Rollout / <your Agent> / Agent Config / Communication
I think that someone fogot to set the right Parent Device.
nice to know: on the right side you could/should config more than one relay.
Suggestion: define a Static Relay and a Backup Relay. If first is not reachable, the client will autom. contact the Backup.
