It's entirely possible that the email engine for 9.1 is being a bit more stringent and following rules a bit closer....does it work properly if you provide proper email addresses?
Yep, if email address like email@example.com - all OK. While this work for me with my filter desicion (ctm:people form at this project has another custom field with standart address)

There are a couple of things to take into account here, but I'm fairly for certain that a '_' is not a valid entry for a domain name. I'm sure that there has just been a rule added to Remedy that doesn't permit the illegal character. Please see the following on RFC standards (outside of BMC's control)
You can basically translate this to say: domains can have characters 'a-z', '0-9', and a period '.'. Which means that the '_' is not valid. I'm not sure what DNS Service that you have (let me know if it is a popular service, I'd be interested in researching them), but I'm interested in seeing how it worked in the 7.6 environment from the email servers side of things and how it accepts the request.
What I'm almost certain has happened, is there was a "bug fix" implement that now prevents the email engine from sending a invalid character back out.
