The WS job output param is not accepting local variable and its taking only global. Our dev agents displaying qa variables as well.

Yes you can set how Control-M Agent will handle Variables. Your DEV and QA agents probably is being managed by the same server. if that is true, you can use variable pools with the "AGENT NAME" to isolate the ENVs.
Can you check whether your agent "USE_JOB_VARIABLES" variable is adjusted to "Y" and the Control-M server "VARIABLE_INC_SEC" is set to LOCAL, GLOBAL or SYSTEM?. these adjustments will tell how Server and Agents handle variables.
Also would it be possible to run "ctmvar -ACTION LIST -VAR "YOUR LOCAL VAR" as control-m administrator user and look for your variable prior the job run?
