Nope, you cannot do this OOTB. If I can find the thread where this has been discussed, i'll link it here.
We handle this with a PowerShell script that scans the footprints logs with that specific error that occurs when you've hit the license limit:
The maximum number of Concurrent Technicians has been reached. If you wish to create more Concurrent Technicians, contact your account representative to increase your licensed entitlements. You must install a new license to unlock this feature.
This has allowed some better insight into how often we run out of licenses, but not really the usage.
We've designed and built a custom process to handle this. Essentially, every hour, a count is made of the number of users logged in and counted against your license allocation to provide statistics:
Each of these records provide further info which you could then write business logic and reports against (such as, notify the admin when a usage threshold of X is reached):
