No, you cannot assign a permission to a user account to allow setting options without a password.

If you dont want to hard code value into your script directly, the best option is to store that in one file and use --passwordfile option.
--passwordfile=PWDFILE Pathname for Password File.
We are using that functionality with some other processes, but this uses the system password and we do not want to store that on the appliance. Probably splitting hairs, but the processes where we use that function uses restricted user permissions to perform low-level actions.
