There are 2 separate questions you've posted, so please find my answers below:
1. Regarding Jira Connector account.
You need to create configuration for the Jira connector before trying to login. In this configuration, you should point the connector to your Jira instance (where you have valid accounts). After it you will be able to login.
The "developer" instance has few default configurations pointing to the Test Jira instance, so I suppose you were just trying to login there with the user that does not exist in that system, that's why you got that error message.
2. Regarding the account for Integration Service connector.
The Integration Service connector doesn't require any authentication from the user side. There was a defect fixed in the current release that is hiding the "Accounts" section for the Integration Service connector (not to confuse users). In your case, you don't need to auth into the Integration Service connector, just start using it.
