Sounds strange, but necessary first questions
- Java is the same in Windows and Unix?
- Which Java version is it?
- MT has the same patch status?
- Which MT version is it exactly 9.1.03 ootb without any patch?
I only know it the other way around

How i diagnose this problem?
I prepare new linux machine and windows machine. Install java same version on both servers.
Unpack linux midtier on both tomcat servers (apache tomcat 8.5.32)
Set Remedy server on both MT
Open HPD:Help Desk by appdmin (Admin rights) and execute report.

I recommend to change the file extension to something different (ie: .OLD). You need to stop Tomcat before attempting to rename the file.
Change extensions for this file to OLD
Restart Servers and NOTHING HAPPENS!
Try setting awt headless for java plugin server:
Edit: Set awt headless in tomcat configuration. If your ar server is also on linux, also set it in ar java plugin server so that scheduled birt reports can run.

I resolve this problem.
Problem was in java&tomcat. Reinstall it and all works fine.
I create 3 new vm with latest java & tomcat and this bug has gone.
