First of all the maximum job number "256" is not only for CDP, it's for Grid (includes all peers).
I guess this count includes Ready and Assign status both workflows.
once on grid the workflow count is 256 in Ready/Assign (not completed/Compensated) workflows, the grid won't accept any new requests.

So if it was include "Ready" and "Assign" state, is it wired that BAO assigned the "Ready" state for over 650? ( Assign state is 52 / Ready state 620)

how these workflow's are getting triggered. I mean - via AO webservices/events/schedules?
I suggest, you should contact BMC support to get the concrete answer for the Job count issue.
