The BMC Policy is to support listed versions 'or greater', unless otherwise stated...so, as such being 2016 is listed, that means that the product was tested against that version and there were no problems, so unless MS introduced something completely weird in 2017 that would make apps written against 2016 not work, then you will be fine.
