In circumstances like this, I like to try to create the same attribute using cmdbdriver.
If it works, then it narrows the issue down to using the GUI (you'll probably want a support case opened then) but on the plus side you have your new attribute.
If it doesn't work then the error message you get is usually more helpful

We try to add from cmdbdriver and we can able to add the attributes from cmdbdriver but couldnt add from Atrium console.
We reset the Application service password ,Mid Tier Administrator Password and RApp Password from UDM:RAppPasword
and then we removed the servers from AR Server Settings in Configuration Tool
and restarted the services and Tomcat service. It is working fine now.
