External user login though the force.com page. They do not use Login | Salesforce.
My larger question is can self service be turned off altogether? I can disable the force.com site, but it appears we then lose access to survey results. I can't find any documentation to this affect.
With Salesforce platform licences we started using Login.salesforce.com, which has self service tab. Are you still use portal licences?
I believe if you deactivate the site survey will not work, you can open case with support to check options

This is not a common request...in fact we've never had anyone really ask for this. So what follows is simply one option...it has not been completely vetted but it is something you could try.
In Sites, click Edit next to the Site Label, SelfService.
Change the "Active Site Home Page" from SSSiteLogin to UnderConstruction. Be sure and select the "UnderConstruction" that is NOT associated with the Namespace Prefix of BMCServiceDesk.
This takes away the login page, but displays a "Site is under construction" type message. However, they can still get to Surveys.
Keep in mind...this means that the only way for your clients to get in touch is via Email or Phone. They won't have access to Knowledge Articles so your shifting the cost of your service desk back to within your company.

Self service is what we would prefer, but someone from Security got a bug in their bonnet, and we have to audit before we can open self service back up.
This will hopefully be a short term resolution, and we can then enable self service again.
