HTML code in character field it's not always the same. It is built through special conditions.
you can pass character field value/dynamic value to bat file as well.

I have several custom forms that contain HTML content in char fields like yours, and the easiest way I've found to deal with it, is to render it inside the new(ish) pop-up style dialog. All you need is one supporting form with no workflow, and a single view field where the view layout is set to "Fill". From there all you need is a single active link to pass the HTML contents of your field into the view field on an open-window action.
This solution takes on an entirely new dimension if you also use the TEMPLATE() function to insert your data into an HTML template from AR System Resource Definitions.
I never tried it, but you can check if this work for you, create html file which can build the html body at run time , Deploy that html file on mid-tier web-server or on any other web-server.
Then Using run process open URL and by passing character file as a query parameter you can build the html page.
While building html in character field don't use new line
PFA html I have not tested end to end use case by calling Active link etc, but just deployed this file in mid-tier shared folder, and in browser used below url and its worked for me.

For debugging you can press F12 in console you will get parameter value and you might require to add additional replace function if you add extra html tags to overcome on url build issue
