I cannot find how to re add a managed record type (How to) to the list of available knowledge article types?

The Below steps should help:
From Setup, enter Profiles in the Quick Find box, then select Profiles.
Select a profile. The record types available for that profile are listed in the Record Type Settings section.
Click Edit next to the appropriate type of record ' Knowledgae Article'
Move FAQ to 'Selected Record type' Save
Test if the FAQ shows
Kevin is right you have to make the Record type available for the specific profile.
For reference I went into the Staff profile and searched "Record Type Setting" and when I scrolled further down, I can see "Knowledge Articles FAQ (Default), Known Error, Problem Solution" and edit option, I don't see "How to" because for my Staff profile "How to" was not in the "Selected Record Types" So I simply selected "How to" and moved it into "Selected Record Types" and that helped me making sure "How to" Record type is available for my Staff profile users in Knowledge Article.
Note: You have to click on profile name not edit the profile.
