Create a custom filter on HPD:Help Desk form and execute on Submit and Modify
Run If Qualification
('Status' = "Cancelled") AND ('TR.Status' != 'DB.Status') AND ( NOT (($GROUPIDS$ LIKE "1;%") OR ($GROUPIDS$ LIKE "%;1;%")
(Above Qualification is for Administrator, you can change to Group ID of the support group you want to allow)
ERROR: You don't have permission to set the Status Cancel.
Set the Execution Order less then 100.

Just a question: if i want to exclude in my qualification this 'orgnization' of $USERS$
Very Novice in ITSM
Then you need more custom workflow to set the user's organization on a temp field before the above code and need to add additional check to exclude/include desired organization.
