Hello Kelvin, depending on how your environment is set up with Profiles and Permission sets you want to check the following:
1. On your Profile for staff, check what permissions they have on the Change object.
2. Assign them the Service Desk Change Manager Permission set
As I stated, it depends on how you have your environment set up. But those are the 2 most obvious starting points.
We were able to resolve issue by granting create and edit object permissions to Staff profile.
