I think so, but this is not something I have built before. But barring any weird relationship constraints or defects, it should be possible.

Once it turns into a survey, I cant build any rules to open the ticket.
The only thing i figured out, was to linking the Survey to the ticket.
It would be awesome to have this functionality.
Could you build a rule in your ticket? Since you're linking the survey, it should be pretty easy:
Trigger: On Linked Item Update [(Your ticket/survey relationship)]
Criteria: Linked record that will trigger this rule
(Sub criteria): Field "Was the Issue Resolved"="No"
Action: Set field value, Status set to Open
