Where is the SLA define for Approval ????? do you have your custom Service targets ?
No i am have created a new Service Target with Goal Type "Service Request Approval Time" to address the requirement

unfortunately there is not. SLAs work based on status. once whole approval process is approved then status will be changed.
What about configuring the Approval Process in Approval Server? It does not solve your requirement but is another approach to handle this.
Use the Signature Escalations tabs to configure settings for notifications and actions when a signature line has been waiting too long without a response. For example, you can set up a notification to be sent when a request has been outstanding for two days.
