A few questions.
What version of ITSM are you running?
How are the assignee's search for incidents where the search results fails. Some example - screen shots.
If a support person retrieves an incident where they do not belong to the Owner Group or the Assignee Group they will get a message at the top of the screen telling them they do not have permissions to update this incident. They can still enter a Work Detail entry.

But I was wondering of giving user permission on incident by giving incident viewer or submitter access.
Which will allow to search any incident as view only.
As if now I don't have used case.

Why do you want to give people incident viewer or submitter?
I'm trying to understand what you are trying to achieve.
Please provide more details.
