    Why do filters not apply for only some users in Smart Reporting?

      I was training a user how to do a fairly straight forward report using Incidents as the data source.   The only fields on the report are Submit Date, Incident number, description, Product Name, status, and site.

      The filters are Site = User Defined, Product Name contains Chromebook%, and Status not in list; Cancelled, Closed, Resolved.

      If I run the report, I can select any site and the report filters correctly.   When my user runs the report, all of the sites show up regardless of which sites are selected in the filter field.  I verified he is updating the report by clicking "go" after changing the sites selected.

       

      Has anyone else run into this issue?   Is it a setting or ???
