Are you referring to Self Service 2.0 and looking to move to 3.0?
Best to start is to assign the permissionset “Service Desk Client” to the users.
Next go to RemedyForce Administration tab - self service - self service settings - here make sure that you apply the 3.0 self service in the drop down under “version”

i was afraid of that, now there is one more step to creating a client account. i will have to associate the 20k plus client accounts to the permission set and then to each new client account ... access to Self Service use to be the default
I see. It's indeed some extra work, but doesn't have to be that complex.
There are a few options for mass assignment;
Export all users.
Get the Id of the out of the box "Service Desk Client" permissionset.
With dataloader do an insert on "PermissionSetAssignment". Here you specify UserId and the PermissionId. That's all.
This free app can handle multiple assignments as well.
This is an option as well.
Do you always create those user manual, or do you have an automated process like Pentaho, AD etc. If yes, here you can the insert into the "PermissionSetAssignment"
