There's been issues like that in the past with shared fields. Part of the reason I recommend not using them unless you're in the CMDB, where it can save your wrists building import packages.
Are you editing the shared field at the shared field list or at the item level? Always good to edit at the shared field level.
Regardless, it would be worth contacting your support provider as there may still be issues here.
I do edit them from the shared field screen. I did open a ticket with my service provider. Figured I would put the question out on here as well. I just forced a restart of my tomcat server and now the fields do all show up in the correct order. Just odd that I would need to do that for it to show the changed order that I had input.
You might be running into one or more of the following defects:
Defect # DRZNZ-693 (Changes to choices in Shared Fields (single/multi-select) in the Item definition and/or Web Form/s are not correctly saved.)
Defect # DRZNZ-972 (Re-ordering choices in Shared Field does not push the change to the Web Form/s (and Dependency, if part of a dependency)
